Good news for overseas Pakistanis, students and families. The Ministry of Foreign Affairs (MOFA) has moved attestation of consular documents online. Under a circular dated 14 October 2026 (No. Dir (CA&OP)/2026-Attest), the Digital Attestation System has applied since Monday, 12 October 2026. It covers MOFA Islamabad and its Liaison Offices at Lahore, Karachi, Peshawar, Quetta and Gujrat.
What has changed?
- Online submission: Applications for both General attestation and Apostille are now filed through the official portal: portal-attestation.mofa.gov.pk
- e-Certificate by email: After processing and payment of the prescribed fee, MOFA emails an electronic certificate to the applicant. This follows the model HEC already uses.
- No routine office visits: Most applicants no longer need to go to the Ministry or a Liaison Office. MOFA may still call you in person in exceptional cases.
What you need before applying
- A valid CNIC
- An active email address, because the certificate is delivered there
- Clear scanned copies of your documents
- Any prior verification the document requires. For example, degrees usually need HEC or board verification first. Other documents may need verification by NADRA, a union council or a notary, depending on the type.
Common mistakes that cause delay or rejection
- Uploading blurry or incomplete scans
- Skipping the prior verification stage that the document requires
- Spelling mismatches across the CNIC, passport and the document itself
- Paying through unofficial links or “agents”. Pay only the fee shown on the official portal.
- Attesting a document that is legally defective in the first place, such as an unregistered divorce or a poorly drafted power of attorney
Where legal help still matters
Attestation only confirms that a document is genuine. It does not fix defects in what the document says. Many overseas Pakistanis have documents refused abroad because the underlying paper was flawed. Common examples:
- Special or General Power of Attorney for property, bank or court matters in Pakistan
- Divorce/talaq effectiveness certificates, khula decrees and nikahnama corrections
- Succession certificates and inheritance documents
- Affidavits, undertakings and declarations for embassies and foreign courts
- Court judgments and police records needed for immigration or asylum files
Our office drafts and checks these documents so they are legally sound before you submit them for attestation. We also guide you through the portal process.
Final word
This is a welcome reform. It saves time, travel and money, and it reduces dependence on middlemen. Use only the official portal, and make sure your document is correct before it reaches MOFA.
